Unidentified Flag or Ensign

In the 2005 series, episode 6, titled "Dalek" there is a flag (a horizontal tricolor - red, white and blue fringed gold) shown in an underground bunker which I cannot identify off-hand.

It take place in a US military facility so I would assume something along those lines ?

The flag is placed in a superior position to the US flag as one looks at the two in the scene, in fact if a subnational flag or a military flag, the positions of the two would be reversed. I will try to look more closely later today (not now unfortunately) to see if there is a charge, seal or anything that is discernable. It's shown two or three times in the episode, in the central office.

I came to the conclusion that it was exactly what it looked like - the Dutch flag. The baddie in this episode was called Van Statten, and I assumed that he had the Dutch and U.S. flags in his office to reflect his dual heritage. (I wouldn't put a lot of money on the director knowing about relative honour positions).

I was thinking about the possibility of a personal standard or a corporate flag which is why I was wondering if there might be any form of defacement. After all, Van Stratten noted in the episode that he owned the Internet.
